CI explained
Commercial Invoice
The core entry document that establishes customs value, duty owed and trade statistics.
Full definition
A CI must state seller and buyer, a specific description of goods, HTS code, quantity, unit price, total, Incoterms and payment terms. CBP values the entry from it, and a price that looks materially below market invites a value inquiry. Recurring problems: Incoterms on the invoice that contradict who actually paid freight, samples marked "no commercial value" while clearly carrying value, and vague descriptions such as "gift" or "parts".
